What a compliant submission has to demonstrate

The Procurement Strategy for Indigenous Business sets a minimum of five percent of contract value, and departments set higher targets on large capital programs. Industrial and Technological Benefits obligations on major defence programs carry Indigenous participation plans that are tracked for the life of the contract. The difficulty isn't the policy; it's the operational proof.

IndigiMatch supports market research and vendor engagement; it does not evaluate bids. Whether a given transaction qualifies for participation or ITB credit is determined by Innovation, Science and Economic Development Canada and the Defence Investment Agency, not by the platform.

Demonstrated on a live federal defence procurement

In spring 2026 the platform was run against the publicly disclosed scope of a $550 million federal defence hangar, a modified design-build in Western Canada with a mandatory Indigenous benefits plan and a facility security clearance requirement. Nineteen work packages, direct and indirect, researched to full depth and locked in six weeks.

Nineteen of nineteen work packages produced a viable Indigenous pairing or a fully Indigenous standalone top vendor. The gap register recorded six blocking items, each with an outreach path and an owner. That is what auditability looks like: the platform doesn't hide gaps, it registers them.
